The project would widen Soto Street from three lanes to four lanes (two lanes in each direction) by adding an additional through lane in the southbound direction; add and widen approximately 2,500 feet of sidewalk on the west side of the street and add approximately 2,700 feet of new sidewalk and a retaining wall of varying height on east side of the street; create a new striped median and add protected bicycle lanes and shoulders to both sides of Soto Street; and incorporate Green Street elements consisting of infiltration basins with drought-tolerant planting, that would include approximately 2,500 feet of new storm drain culvert. The project would also improve the existing signalized intersection of Multnomah Street and Soto Street as well street lighting improvements along Soto Street.
The project would be located in the northeastern part of Los Angeles, along Soto Street (34°04'16.2"N 118°11'41.1"W) between Multnomah Street and Mission Road. The corridor connects the Cities of Pasadena, 南帕萨迪纳市, Alhambra and the El Sereno community to the northeast, with the Lincoln Heights community to the southwest, and the Boyle Heights community to the south.
